[Policy Address 2021] "Scientific research" becomes the most positive topic, "housing" does not appear in the top three

The Policy Address, which has attracted the attention of the whole city, was released on October 6, 2021, and immediately aroused heated discussions among all media and netizens. Hong Kong uMax Data focused on network big data from August 30 to October 7 in the morning at 8 a.m. This was achieved by using social listening (Social Listening) to analyze data from major social media and online news platforms. A total of 72,997 pieces of data were analyzed to reveal the following insights.

After the official release, housing remained the hottest topic, and research interest rose sharply.

A comparison of online discussions before and after the uMax Data's administrative report was released shows that, both before and after the report's publication, the "housing" issue consistently held the highest level of public attention. The topic with the largest decline in attention was "medical and livelihood," while "scientific research" saw the biggest increase, rising by 6 percentage points to become the fourth-highest policy item in terms of public attention.

The team further analyzed the netizens' replies from the day the Policy Address was released until 8am on October 7, and found that the positive sentiment towards "scientific research" reached 59.8%, ranking first among the eleven topics. The positive sentiment towards "Greater Bay Area/China-Hong Kong Integration" and "Talent and Youth" ranked second and third at 59.4% and 58.4% respectively. Although the "housing" topic had the highest interaction heat, it was not among the top three in terms of favorability, reflecting that it was more controversial than other topics. Some netizens commented:"If it works, there will be a lot of infrastructure in the north, and the dust will billow, and people living nearby will become vacuum cleaners." "It will take Tseung Kwan O 20 years to build a community of 400,000 people. The establishment of a new district is the only way to open up wasteland. More than 40% of comments were about housing, with "Pak Shek Kok" and "public housing" mentioned many times.

uMax Data analyzed all relevant comments and observed that the most focused topic among netizens was "housing," accounting for over 40% of the discussions, significantly more than the second and third topics: "Guangdong-Hong Kong-Macao Greater Bay Area/China-Hong Kong Integration" (10%) and "transportation" (8.7%). Upon summarizing all relevant popular terms, the most frequently mentioned by netizens were "central government" (1,538 times), "development" (1,371 times), "support" (1,348 times), and "government" (1,261 times). Additionally, terms like "real estate" (724 times) and "public housing" (505 times) were also frequently mentioned.

Four of the top five hot posts after the report was released were from Stand News.

The top five hot topics on the forums are lihkg (LIHKG), Golden Forum and Hong Kong Discussion Forum, which are evenly matched, with 3 and 1 posts respectively.

Housing and urban planning dominate public discussion, environmental protection ranks second
